Or looking at it another way, inefficient allocation of unprecedented resources in the state sector and an inability to procure or monitor a contract.

If you agree a contract with someone and they fail to fulfil their obligations, would you say "yup, that's all my fault"? That's how you've apportioned blame there.

My partner works in the care industry, or well has and will be after Maternity.
From her experience almost all these problems are caused by people running homes and care centres that prioritise profit over care. That is ALWAYS going to be the case so long as these are privatised, no business person is going to run a business without the aim of making money. That isn't always the case of course, the mother of a friend of mine runs a care home for adults with learning disabilities that my Partner has had contact with. She does it solely for the love of care, she is a devout Christian (Who allowed her children to grow up as they wanted to, so one of the few religious people I have total respect for.) And therefore any money made goes straight back into the home, her husband earns the living for the family at work. She has outstanding reports all the time, and her clients are very happy and have a great quality of life. Sadly working to those demands has started to make it impossible to do with the new rules and regulations, had to be introduced due to scum as above, that has meant she may need to sell the business. When these changes hit the big businesses running the care homes as above, no way will their profits drop, just the standard of care.

Making a profit out of anyone vulnerable, poor, elderly or sick is disgusting. That this Right wing vile practice is tolerated at all by British subjects should be a cause for hanging heads in shame. That said PCT commissioners are absolutely fucking clueless and for too long have literally operated a "send us the bill" type of commissioning. They are still fucking do it. One exception to this that we all know and love of course

That's a bit of a one-eyed comment. I said procure or MONITOR. If you don't monitor a contract to make sure your contractor is performing to an SLA, as a client you are at least partly culpable. If you don't procure it well enough in the first place, well...

Yes them labour fucktards love it as much as the Tories, PFI, world class commissioning ( ha fuckin ha). The first nhs hospital to go private was labours doing. Public sector isn't all wonderful and a lot of poor care is provided there - but the quality is generally better than the private sector. Take care homes for old people for example
